just today I noticed that it is no longer possible to create new file types under the Publisher Expert menu. Is this deliberate or just missing?

It’s deliberate.
As can be seen in Commit 151c8cd on GitHub, File Types where made readonly. Although the comment about this in changelog.txt was removed soon thereafter, I think this was part of the 4.0 release already.
Yes it was deliberate. There should be no need to extend this listt by users. If a new requirement comes up, we should add it for all users. It’s time we take a close look at the list again (I think, for example, vtt is in an unexpected spot for historic reasons).

For my implementation of including JSON Chapters into the Podlove Publisher RSS feed, I thought I needed the JSON Chapter filetype. Hence, I added it directly in the database. But then I found out that I could just as well re-purpose the Auphonic Production Description because I only needed a filetype with the .json extention and that seems to work as well.
